Environment

VMware Smart Assurance - SMARTS

Resolution

When you see this error in the logs it means that this device doesn't have any L2/L3 connection to other devices, L2 and L3 neighbors are not discovered.

NOTE: This is working as designed.  Smarts is working as designed.
