Domain startup failure with following error: SMSS-E-ICF_ESERVERRUNNING-Server 'INCHARGE Domain' is already running

Issue/Introduction

Symptoms:

Unable to start a domain manager after a domain shutdown.
The logs says the Domain server has already started. The log has no errors other than:

SMSS-E-ICF_ESERVERRUNNING-Server 'INCHARGE-Domain' is already running

Environment

All Supported Smarts releases

Resolution

If you are getting the above error when starting a domain that was previously shutdown, please try starting the domain with the --noregister option.

If the domain starts, the issue is with the broker. 
Please restart the broker to clean up the status.
