Symptoms:
Juniper devices have been upgraded to 11.4 from 10.4, and in the process we also moved from OSPFv2 to ISIS.
After the update none of the 11.4 Juniper devices are not being detected in the ISIS discovery.

Resolution
JunOS 11.3 and greater supports RFC 4444. You will want to skip upgrading to JunoOS 11.4 as it is broken.
Smarts IP 9.2.2 does support RFC4444: isisISAdjIPAddrAddressOID {".1.3.6.1.2.1.138.1.6.3.1.3"}
The RFC 4444 support has been available in Smarts since IP 9.2.1 patch 2.
