Symptoms:
Customer is experiencing notifications delays between the AGG SAM and PRES SAM. The notifications are not experiencing the delays constantly and the notification delays fluctuates. Some experience only 15mins others more than 2hrs delays.

Cause
SAM is overloaded and synchronization time is affected due to very high archive period and hook scripts.
The archive period is set very high, by default as documented in Configuration guide it should be 4hrs (14400 seconds) but the customer had ~7 days (604800 seconds).
Having this settings very high, has the potential to store up a lot more cleared notification for longer, so this will cause SAM to utilize more memory which can have an impact on notification processing.

Resolution
We recommend that you try to reduce the Inactive Auto Archive Interval to default or lower and observe if the problem persists. This setting is the domain admin console under ICS_Configurations >> System defaults
Also disable any program that executes topology sync
