Symptoms:
The pending list is never cleared throughout the day. Starting a discovery- doesn't work. The command line "sm_tpmgr -s --discover-pending" also does not start discovery of pending list, confirmed via log file by absence of discovery information.
Devices can be discovered by right clicking on it and starting a discovery.

Resolution
Before discovery is initiated licenses are checked, if the expected license keys are missing then discovery will not be started.
In one case feature AP_AP_CNT, wireless access point device count, was not available despite the wireless feature being enabled.
