Resolution

A card is ideally down when all the network adapters that are realized by the card are down themselves. The MIB will reflect on this behavior as smarts polls the instrumented OID to obtain the data.
When a card is shown as down, all the network adapter down events will be suppressed as the Card Down is the root cause of the event.
