Experiencing a problem with false and incorrect events related to Load Balancer Pool in ESM 9.3 patch 14
 
After having set AtRiskThreshold to 2, event ReducedRedundancy is being seen instead of AtRisk. Or event AtRisk is raised with NumberOfFaultyComponents is set to 1, when event ReducedRedundancy is expected instead.

Cause

The number of elements with a normal status is = < this threshold

Resolution

Ths behaviour presented as an issue here is correct, these are not false alarms.
 
AtRiskThreshold: Indicates the lower bound for number of LoadBalancer PoolMember elements that must have normal status before a notification is generated. When the number of elements with a normal status is = < this threshold, then an AtRisk notification is generated.
 
Taking the LoadBalancerPool AtRisk notification as an example, setting the threshold to 2 and with #OfFaultyComponents = 1 then the AtRisk notification will be raised.
 
The threshold is the number of components which need to be normal before the AtRisk is raised, so if:
 
Threshold set to 1, 6 components = AtRisk will be raised when only one component is in a normal state, 5 are faulty.
Threshold set to 5, 6 components = AtRisk will be raised when only one component is faulty, 5 are normal.
