Resolution

Below are the permissions required for a user with no admin permission while editing display columns in  Devices view  and then saving layout with the option of 'SAVE LAYOUT' under File tab:
 
1>Either give user permission or group permission 
 2>Network permission:
  • View permission of  NETWORK  section under default network
  • Edit permission of "VIEW" section under default network
