Symptoms:


Cannot run NCM client

The issue is a known issue that is detailed in the 9.3 NCM Release Notes, CQ 654420, page 41 :

Unable to open NCM UI using Internet Explorer 10 on Windows 2012.

Resolution

Though we have not qualified IE version 11, this workaround will also work for this version.

To work around the problem:

On Windows 2012 Internet Explorer 10 or Internet Explorer 11, append the port number and /voyence/powerup.jnlp to the default URL (https://<server-ip>).

For example, 

If the default URL is https://ncm1.emc.com

use the following:

https://ncm1.emc.com:8880/voyence/powerup.jnlp

Additional Information

Internet Explorer version 11 has not been qualified for NCM 9.3, however this workaround will also work for this version.
