Does NCM have a re-try mechanism where the Device Server has the capability to store / keep log of the SNMP traps received when the Application Server is down and then re-trigger / push to the Application Server when it comes back up and running ?

Resolution

The answer is yes.

In NCM, When the Application Server (AS) services are restored and running, jobs get triggered and are completed.

The Device Server (DS) can hold the request until AS comes back.  And then the job is scheduled/completed successfully. The mechanism used here is 'httpd'.
