Title: Alarm for policy_constraint.creation_count_limit_reached
Event ID: policy_constraint.creation_count_limit_reached
Added in release: 4.1.0/ M22
Alarm Description

• Purpose: Resource count reaches the quota limit
• Impact: In this case user will not be able to create new resource of type on which alarm is raised as resource count has reached the quota limit.

Resolution:
Either delete unused resources or increase the quota limit.
