NSX Advanced Load Balancer Controller is not reachable, resulting in an error when deploying ALB from the NSX-T UI.

Issue/Introduction

• Deploying NSX Advanced Load Balancer (AVI) form NSX-T UI fails with error: NSX Advanced Load Balancer Controller is not reachable.
• This usually occurs after removing a successful deployment and deploy a new AVI.
• NSX Manager nsxapi.log reported similar errors as following:
  
  2022-01-04T14:26:26.240Z INFO ActivityWorkerPool-1-12 AlbControllerNodeConfigurationTask 10807 POLICY [nsx@6876 comp="nsx-manager" level="INFO" subcomp="manager"] [ALB Controller] Controller configuration failed during on-boarding task in Policy. com.vmware.nsx.management.policy.advanceloadbalancer.exceptions.AdvancedLoadBalancerException: Error: An object with the same path=[/infra/sites/default/enforcement-points/alb-endpoint] is marked for deletion. Either use another path or wait for the purge cycle (max 5 minutes) for permanent removal of the object.

Cause

•  A stale endpoint entry remains in the NSX-T Policy API after a previous successful AVI deployment is removed.
•  This entry, specifically at the path /infra/sites/default/enforcement-points/alb-endpoint, is marked for deletion but has not yet been fully purged.
•  When a new AVI deployment is attempted, the API detects the existing entry with the same path, preventing the new deployment due to a conflict.
