[VMC on AWS] Compute Policy status is Updating after SDDC upgrade

Issue/Introduction

Symptoms:

• All Compute Policy status keep being Updating after SDDC upgrade.

• Compute Policies do not work correctly.
• Workload VMs are running with ignoring the related Compute Policy.

Cause

This issue happens when vpxd service cannot get a list of Compute Policy from vpxd-svcs service.
It is caused sometime, vpxd-svcs service failed to connect to trustmanagement service because
trustmanagement service is not up yet while vCenter restarting.

Resolution

This is a known issue in SDDC 1.14 and will be fixed in SDDC 1.14v7.
To resolve this issue, upgrade SDDC to 1.14v7 or 1.16 or apply the workaround.



Workaround:
To work around this issue,

1. Create a new/dummy compute policy.
2. Refresh and validate the previous created Compute policies' status are active.
3. After that, remove the new/dummy compute policy.
