Issue/Introduction
You experience high latency or sluggishness during vMotion operations when running a CPU-bound workload.
If you are running a CPU-bound workload, then setting a low CPU limit on a virtual machine might hinder the virtual machine's migration with vMotion operations. The vMotion migration might have longer completion times and lower vMotion network bandwidth. In extreme cases, a very low limit can cause vMotion for that virtual machine to fail. Storage vMotion operations may be impacted as well.

Resolution
Temporarily increase the virtual machine's CPU limit or select the Unlimited option. After the vMotion operation is completed, you can set CPU limit.
