vRealize Automation 7.6 when deployed through vCloud Foundation 2.x - 3.9.0, generates a 404 error on the Infrastructure tab post installation

Issue/Introduction
Symptoms:
- When logging into vRealize Automation's (vRA) tenant portal and loading the Infrastructure tab a 404 error is seen.
- The Windows server hosting the vRealize Automation 7.x IaaS components Time Zone is set to UTC Samoa.
Environment
VMware vRealize Automation 7.6.x
Cause
Time zone is hardcoded to Samoa for vRealize Automation IaaS deployments.
Resolution
This issue is resolved in vCloud Foundation 3.9.1.
Workaround:
After the IaaS hosts are added to the workload domain, manually synchronize all vRealize Automation IaaS hosts with an NTP server.
