Unable to create a VM placement policy on Cloud Director

Issue/Introduction

Symptoms:

• During creation of a VM placement policy, the UI fails to display the VM Groups within the datacenter hierarchy display menu.
• vApps display a "class java.lang.NullPointerException" error when opening the vApp.
• Within the log file /opt/vmware/vcloud-director/logs/vcloud-container-debug.log you observe the following error:

Environment

VMware Cloud Director 10.5.1.x

Cause

This issue can occur if a policy in the pvdc_compute_policy table of the database has incomplete information within the policy_detail column.

This has been observed in Cloud Director 10.5.1.x
