"Error performing post-database-upgrade tasks: java.lang.IllegalStateException: Error populating the temporary rights_implications table" error when upgrading vCloud Director from 9.5.0.1 to 9.7

Issue/Introduction

Symptoms:

• "Error performing post-database-upgrade tasks: java.lang.IllegalStateException: Error populating the temporary rights_implications table" error encountered when upgrading of vCloud Director Database fails.
• Upgrade of vCloud Director from 9.5 to 9.7 fails due to an issue populating database tables.

Environment

VMware Cloud Director for Service Provider 9.7.x
VMware Cloud Director for Service Provider 9.5.x

Cause

This issue can occur if there are one or more expected rights which are not present in the vCloud Director Database.

Note: This issue is not database specific. The error can be observed on both Microsoft SQL and PostgreSQL.

Resolution

In order to resolve the issue the vCloud Director database will need to be rolled back to before the failed upgrade and the missing rights inserted before making another upgrade attempt.
Please open a Support Request with VMware Support for assistance in identifying and restoring the missing rights to allow the upgrade to succeed.
