[VMC on AWS] Deleting Content Library Fails with Datastore Error

Issue/Introduction

When the errors listed are encountered, a restart of the vCenter Content Library Services can help to clear up issues preventing the Content Library from being deleted.

Symptoms:
Deleting a Content Library fails with the following errors:

ERROR: Cannot delete file [WorkloadDatastore] /contentlib-<Lib_ID> Initiator vpxd-extension-<ID>@vmc.local 0
<DATE>, <TIME> PM Deletion of file or directory [WorkloadDatastore] /contentlib-<Lib_ID> from WorkloadDatastore was initiated from 'cl/1.0.0@<IP>' and completed with status 'Failure'

Cause

The Content Library had stopped syncing correctly prior to the attempt to delete it. The service restart helped to clear up those sync related issues with the datastore.
