Cause

This issue occurs when an ESXi host was previously used in a Workload Domain but was not properly cleaned of all virtual machines prior to being re-used.

Resolution

To resolve this issue:
  1. Log in to the affected ESXi host directly and manually delete any virtual machines that are present.
  2. Restart the failed workflow.
