[VMC on AWS] Unable to attach VM Tags to Management VMs

Issue/Introduction

To provide the reason why creating VM tags for Management VMs is unsupported in VMC.

Symptoms:
A customer may have created both a Category and Tags under "Tags & Custom Attributes" and is wanting to apply this tag to a management VM(s). Upon attempting to attach the Tag to a management VM, the customer will get the error, "Operation Failed."

Cause

Cloudadmin doesn't have the necessary permissions to create VM tags and use them to create Compute Policy rules for management VMs in VMC. Management resources are managed by VMware, and customers are unable to make any changes, even when using cloudadmin.

Resolution

There is no resolution to this issue. A customer is unable to create VM Tags for management VMs in VMC.
