Symptoms:
VMware Cloud Foundation Usage Meter appliance is not uploading any data to VCF Business Services console.
The following error can also be seen in Business Service Console ui > License Management > Usage Management > Usage Meters > Expand the respective Usage Meter Registration:
Usage Meter has not uploaded recent data to VMware./var/log/vmware-um-platform/dss_error.log, indicating a failure to obtain the access token:
yyyy-mm-dd 09:51:58.095 ERROR --- [TaskScheduler-9] c.v.u.d.h.CloudAuthenticatorService : Unable to obtain VCF access token for UM with id : ########-####-####-####-############.

This issue may occur under the following conditions related to the VMware Cloud Foundation Usage Meter:
The installed version is not supported.
The appliance is not registered.
A valid access token is not configured.
There are connectivity issues with the VCF Business Services Console.

In case another response is returned, contact VMware support to investigate the issue.
The Usage Meter upgrade will also be impacted due to the firewall or port blockage issue.
