This is expected behavior as vCloud Usage Insight only processes usage data automatically when uploaded within the first 48 hours of the following month.
Note: If the data is uploaded outside the reporting period and Usage Insight has performed data processing, Usage Insight will not automatically push the reports to the VMware Commerce Portal. In this case, a blank MBO will be generated after 72 hours in the VMware Commerce Portal, and the customer will need to report the points from Usage Insight manually.
