NSX-T Password Expiration alarm are not getting Resolved or Acknowledged

Issue/Introduction

• Pre-upgrade check fails for Management Plane (MP) due to Password Expiration alarm in open state. 
• Resolve/Acknowledge Alarms option results in "Failed to update status for the selected alarm"
• On the Manager log /var/log/proton/nsxapi.log (as root) has logging similar to these examples:
