Symptoms:

This is occurs when duplicate VTEP IP addresses are assigned to transport nodes (host or edge nodes).
This can occur during certain operations, where multiple transport nodes are being configured at the same time, 1 transport node has released the VTEP IP's addresses, but is still using them and the other host is then assigned these same IP addresses by the NSX manager.
This is resolved in NSX 3.2.2, NSX 4.0.1 available at Broadcom Downloads.
