Issue/Introduction

• Creating instance from snapshot failed with the below error:

[root@vioadmin1-vioshim-xxxxxxxxx-xxxxx /]# openstack server image create --name TIPS_servicesSnapshot ccb43ea2-xxxx-xxxx-xxxx-xxxxxxxxxxxx
Policy doesn't allow os_compute_api:servers:create_image:allow_volume_backed to be performed. (HTTP 403) (Request-ID: req-ccb43ea2-xxxx-xxxx-xxxx-xxxxxxxxxxxx)

• Instance is booted from volume

Cause

This is not a supported operation with the VMDK Cinder driver.
