Issue/Introduction

The user needs to have relevant permissions to read the task status at the Datacenter level.

Symptoms:
When the user has permission on cluster such as 'Virtual machine power user' role (and no other permission) and DRS automation level is Manual, the user cannot power-on VM. Power on icon/menu is available but 'Power on Recommendation' won't pop up.

Environment

VMware vCenter Server 6.5.x
VMware vCenter Server 6.7.x
VMware vCenter Server 7.0.x
VMware vCenter Server 8.0

Cause

This is the expected behavior. Users need relevant permissions on datacenter level to track the Datacenter.PowerOn task object progress and read the "info" property to show recommendations dialog.

Resolution

The user can power-on the Virtual Machine when the user has at least "Read-only" role on Datacenter level.
