NSX Manager logs report false positive duplicate IP address

Issue/Introduction
The vsm.log file of the NSX Manager reports of a duplicate IP address exist.
You see entries similar to:
2018-01-14 11:00:04.311 CET INFO http-nio-127.0.0.1-7441-exec-258 SystemEventDaoImpl:125 - [SystemEvent] Time:'Sun Jan 14 11:00:04.061 CET 2018', Severity:'Critical', Event Source:'vShield Manager', Code:'320001', Event Message:'The NSX Manager IP aaa.bbb.ccc.ddd has been assigned to another machine with the MAC Address xx:xx:xx:xx:xx:xx.', Module:'vShield Manager', Universal Object:'false' ./logs/management_service/vsm.log.9
The offending MAC address reported is the NSX Manager MAC address.

Environment
VMware NSX for vSphere 6.3.x
Cause
This issue occurs because as part of the duplicate IP detection mechanism, the command ifconfig on the NSX Manager is used. At times, the ifconfig command returns distorted string which results into wrong parsing of duplicate IP address.
Resolution
This issue is resolved in VMware NSX for vSphere 6.4.1.
