Cause

This issue occurs because the routes are not resolved and installed in the FIB (forwarding information base).

Note: A recursive static route is a route whose next hop and the destination network are covered by another learned route in the Routing Information Base (RIB).

Resolution

This issue is resolved in VMware NSX-T Data Center 2.2.0.

Workaround:
Rewrite the static route to provide a direct reachable next hop-i.e., the next hop which are directly reachable via connected ports.
