Environment

Cause
Local OS users and user groups permissions should not be migrated into 6.x/7.x. While migrating vpxd permissions during upgrade any data for local OS users and user groups are deleted.

VMware vCenter Server 6.5 and greater is designed to work this way.
Workaround: To workaround this issue, after vCenter Server upgrade to 6.5 or greater assign permissions for all local users and user groups.
