Error: "the requested operation will exceed the VDC's storage quota" error observed when uploading a file to a Cloud Director catalog

Issue/Introduction
An error similar to the following is observed "Storage policy "StoragePolicyName" has 9,970 MB remaining but the VM upload requested 61,440 MB"
The Storage policy itself has sufficient capacity available
Review of storage policy limits on an OrgVDC in the Organization implies that there is sufficient capacity available.
The Catalog storage policy is configured to use the option "Use any storage available in the organization"
Environment
VMware Cloud Director 10.x
Cause
This issue occurs when:
The option "Use any storage available in the organization" is selected on the catalog settings. Cloud Director will randomly select a storage policy from a random OrgVDC from the Organization/Tenant. Many OrgVDCs in an Organization/Tenant can have access to the same storage policy, but the storage policy limit can differ for each OrgVDC.
During upload if Cloud Director selects an OrgVDC which has a limit set on the storage policy which is lower than required by the upload requirements.
Resolution
This matter is resolved in Cloud Director 10.5 which is available for download here.
Workaround:
To workaround the issue, one of these actions can be carried out in VMware Cloud Director:
Modify the Catalog storage policy settings and choose the option "Pre-provision on a specific storage policy". Select an OrgVDC and storage policy which have sufficient capacity for the OVA upload requirements.
Alternatively from the Provider portal navigate to "Cloud Resources -> Organization VDCs -> Policies -> Storage". Review the limits applied to storage policies on the all the OrgVDC in the Organization and increase the limit accordingly to accommodate the upload.
