Virtual machine power-on operations or resource modifications (hot-add CPU/RAM) fail in a Pay-As-You-Go (PAYG) Organization VDC.
Deployment of Virtual Machines in this Organization VDC has been disabled due to insufficient resources in the Provider VDC. Please contact the System AdministratorDISABLED shortly after being manually enabled.This issue occurs when the Provider VDC (PVDC) resource pool is overcommitted. Cloud Director disables PAYG operations when the Total Reservation Sold for all VDCs in a PVDC exceeds the Available Reservation in the underlying Resource Pool.
As PAYG Org VDCs use resources from the Provider VDC, it is possible for them to cause contention with the other Organization VDCs and as such are disabled when the PVDC Resources are not managed correctly. The values for 'Total Reservation Sold' (for all VDCs in a given PVDC) should be less than available reservation in the PVDC Resource Pool.
Administrators can monitor the Total allocated memory and memory reservation for a Provider VDC. This reflects the total "sold" or committed capacity versus the actual physical capacity of the underlying vSphere clusters.
By default, VCD disables all PAYG Power On operations as soon as the overcommitment occurs.
