[VMC on AWS] Opt-in for Autoscaler/EDRS Notifications

Issue/Introduction

By default, some email notifications for Autoscaler/EDRS events are not enabled for an organization and they can not be enabled in the VMware Cloud notifications options. 
These tasks will have a notification in the VMware Cloud Portal for the organization. 
The opt-in notifications include:

• Host Issue Detected
• Host Successfully Replaced
• Host Successfully Remediated
• Planned Maintenance Started

These email notifications can be enabled by the VMware Cloud support team.
