BUM traffic created by traceflow can have a 'Drop' Observation Type when switchports have MAC learning enabled

Issue/Introduction
When a user leverages traceflow to create BUM traffic, BUM traffic will be flooded to many switchports. There is a VLAN check on switchports when MAC learning is enabled, which can cause a 'Drop' Observation Type to be reported even though there is not an actual outage in datapath. This is expected behavior in NSX.
A 'Delivered' Observation Type reported means that traffic has been successfully be sent to destination.
