This issue is resolved in VMware vRealize Orchestrator 8.10.0.

Workaround:
- Navigate to https://your_orchestrator_FQDN/vco-controlcenter.
- Log in as root with the password you entered during OVA deployment.
- Navigate to Plugins.
- Remove all plugins.
- Wait for vRO to start and upgrade to a later version.
Note: This will reinstall all OOTB plugin content. 3rd party plugins may need to be manually reinstalled.
