Environments utilizing SIOC policies with limits/shares below 400 may experience consolidation tasks that overwhelm the host management agents, leading to a hung state or stale statistics.

Workaround:
Additionally, cloning the affected VM successfully resolves the behavior. Furthermore, the issue does not manifest when SPM is disabled, when utilizing policies with higher resource limits (such as Gold), or when the lead policy is reapplied.
Impact/Risks:
Following an upgrade to ESXi 7.0U2 or later, environments utilizing SIOC policies with limits or shares below 400 may experience host hangs during VM consolidation tasks.
