Smart VSA IP to SAM Delay for CLEAR notifications

Issue/Introduction

Customer noticed that there was a delay in the clear notification between IP and the SAM domain.

Resolution

The ics-event-processing.asl has a built-in delay with regard to Clear notifications. The reason for this is to make sure Smarts SAM can process any Suspended State notifications before the Clear notification in case there is a disconnect by an underlying domain from SAM domain.

This is not a user configurable function and VMware does not support changes to this function.
