Symptoms:
Changing the description of a VM results the error NO_FEASABLE_PLACEMENT_SOLUTION due to Does not contain any suitable ESXi hosts
This may happen with other operations to modify a powered on VM.
vcloud-container-debug.log may display messages similar to:

Environment
VMware Cloud Director for Service Provider 10.x
Cause
This happens in VCD 10.x when there is a cluster which has all but one host in the dedicated failover list in vSphere (vSphere HA > Edit > Admission Control), even with Admission Control is turned off.
Resolution
This issue is resolved in vCloud Director 10.3.2.
Workaround: Make sure at least two hosts are excluded from the failover list in vSphere, even if Admission Control is turned off.
