"No target vDCs are available" message when creating a new replication in vCloud Availability 3.x

Issue/Introduction
Symptoms:
On step 2 Target VDC when creating a new replication, no Organization VDCs are visible and you see the following message:
No target vDCs are available.
When editing the Accessible Provider VDCs in the Configuration view of the vCloud Availability Portal on the target site, no Provider VDCs are listed in the pop-up window.
In the Datastores view of the vCloud Availability Portal on the target site, you see a similar message in a banner at the top of the page:
Unable to process the request due to bad paramenter 'vimServerInstanceUuid'->'{{1}}.
This issue occurs if you are using resource vCenter Servers with NSX-T in the affected vCloud Director instance.
This issue occurs because NSX-T support is not present in the API version vCloud Availabillity uses to communicate with vCloud Director. vCloud Availability 3.x use API version 29.0 to maintain interoperability with all vCloud Director 9.x releases, NSX-T support was not introduced to vCloud Director until API version 31.0.
Resolution
Resource vCenters with NSX-T in a vCloud Director environment are currently not supported in vCloud Availability 3.x. To use vCloud Availability, deploy the solution in a vCloud Director environment that is backed by resource vCenter Servers using NSX-V.
