This issue occurs when a machine is migrated between projects and the cloud zone where it was originally provisioned is not present in the target project where the machine now resides.
This is the expected by design behaviour as a difference in cloud zones is not considered a hard constraint when migrating a deployment between projects. Basic day operations like power on/off are not subject to this requirement.
To resolve the issue add the cloud zone that the machine was originally provisioned to the project where the machine now resides. The day 2 add a disk operation will then succeed.
