[VMC on AWS] Unable to configure Hybrid Linked Mode for an SDDC group

Issue/Introduction

The SDDCs are members of an SDDC group and they are linked. 
Attempting to configure Hybrid Linked Mode (HLM) is failing. 
This affects HLM configured from the vCenter Cloud Gateway (VCGA) and from the SDDC.

Resolution

This is caused by having the SDDCs in the SDDC group linked. If the SDDCs are linked, HLM is not supported.
