Unable to create or rename vApp in VMware vCloud Director

Issue/Introduction

Symptoms:

• Creating or renaming a vApp in VMware vCloud Director fails
• Attempting to rename a vApp in vCloud Director results in this error:
  
  [com.vmware.vcloud.common.model.ServerGroup#<example UUID>] - Violation of UNIQUE KEY constraint uk_vm_container_org_vapp_name. Cannot insert duplicate key in object dbo.vm_container.
   
• Attempting to create a vApp in vCloud Director results in this error:
  
  The VCD entity 'vApp Name' already exists.

To resolve this issue, ensure that a vApp does not have the same name as one you are attempting to create or rename in the Expired Items. For example:
