Cause

This is caused due to stale ESXi host entry post removal of the host resulting in vSphere HA to send ARP requests to the ESXi that does not exist. This increases the "Network Outbound Packet Discard Rate on vmk" and is picked up by vROPS.

Resolution

In order to resolve this issue please unconfigure and re-configure vSphere HA for the affected cluster. This will help vSphere HA to resync with the actual hosts participating in the HA cluster and remove the stale host entry.
