[VMC] Unable to upload files to the Workload Datastore

Issue/Introduction

The "Upload Files" option is grayed out when attempting to upload files to the Workload Datastore.

Environment

VMware Cloud on AWS

Cause

The "cloudadmin" account and role does not have the privileges to upload directly to the root of "WorkloadDatastore". 

Resolution

The issue is resolved by creating a new folder in the Workload Datastore and uploading files into the new folder:

1. Navigate to the "WorkloadDatastore" in the SDDC. 
2. Under the "Files" section, create a new folder. 
3. The files can then be uploaded into the newly created folder.
