[VMC] Multicast traffic is not routed outside the segment

Issue/Introduction

To provide information regarding how multicast traffic is handled in VMC.

Symptoms:
Multicast traffic is not routed outside the segment in VMware Cloud (VMC).
Unicast traffic is not affected and is routed outside the segment.

Cause

In VMC, multicast traffic is treated as broadcast traffic on the segment where the traffic originates. 
It is not routed beyond that segment due to it being treated as broadcast traffic.
This applies to Layer 2 and Layer 3 multicast traffic.
