[VCDR] Compliance Checks failure "The proxy for cluster Cluster-1 is powered off"

Issue/Introduction

To highlight "CloudDR-Proxy" VM must be in "Workloads" folder at all times, as this is an automated deployment from VCDR's Orchestrator component.

Symptoms:
When a VCDR administrator runs compliance checks for a Recovery Plan reports error:

! VMC proxy is running and reachable
! The proxy for cluster Cluster-1 is powered off.

Cause

This is due to a 'misplacement' of "CloudDR-Proxy" VM appliance located in recovery SDDC's vCenter folder structure.

Resolution

Ensure that the "CloudDR-Proxy" VM in the vCenter residing within the recovery SDDC is not tampered with and not moved to a different folder.  By default VCDR deploys "CloudDR-Proxy" VM in "Workloads" folder Under "VMs & Templates" in vCenter UI.
