Issue/Introduction
This article provides information about vSphere HA virtual machine failover in progress alarm after scheduled maintenance.
Symptoms: vSphere HA virtual machine failover in progress alarm is reported to a powered off VM after scheduled host replacement completed:
vSphere HA failover in progress vSphere HA failover operation in progress in cluster Cluster-1 in datacenter SDDC-Datacenter: 0 VMs being restarted, 1 VMs waiting for a retry, 0 VMs waiting for resources, 0 inaccessible vSAN VMs
In event log, the following message is logged:
Insufficient resources to fail over xxxxx in Cluster-1 that resides in SDDC-Datacenter. vSphere HA will retry the fail over when enough resources are available. Reason: Unable to find healthy compatible hosts for the VM
Cause
This issue may be caused by a race condition in HA where it accidentally tries to power ON a powered OFF VM due to the cleanPowerOff state of the VM not being true.
Resolution
This alarm is benign and can be safely ignored.

Impact/Risks: There is no operational impact on the SDDC.
