[VMC on AWS] Templates on a VMC Subscribed Content Library not showing same size as Published On-Prem Content Library

Issue/Introduction

Symptoms:

Unable to deploy from template on subscribed content library.

When looking at size of templates on the subscribed library, they are much smaller than the size of the templates on the published content library

Cause

There is a default setting to save space where the subscribed content library only downloads the metadata of the templates instead of the full templates. 

Resolution

Change setting on the subscribed content library from "Download library content only when needed" to "Download all library content immediately"
