OVF deployment or Virtual machine creation fails with Error "Datastore does not match current VM policy"

Issue/Introduction

Attempting to deploy an OVF or create a new VM results in an error while selecting appropriate storage for the new VM on the Workload datastore: Error: 

Datastore does not match current VM policy

vpxd.log has the following errors:
