Rename Cluster option not immediately disabled

Issue/Introduction

Symptoms:
Rename cluster option was not immediately disabled in SDDC Manager UI during remove host operation.

Cause

This is a corner case, and the issue occurs because the resource functionalities actions were not added to remove host operation.

Resolution

This is a corner case with rare chance of occurence, so it will not be part of any release.

Workaround:
The workaround is to wait for the UI to poll the resource functionalities api, which may take about 3-5 minutes.
