Starting the VMware Converter Standalone Server service fails with the error: Invalid server locale specified

Issue/Introduction

Symptoms:

After installing vCenter Server Standalone, you experience these symptoms:

  • The VMware Converter Standalone Server service fails to start
  • Starting the VMware Converter Standalone Server service fails with the error:

    Cannot start the VMware Converter Standalone Server service
     
  • In the vmware-converter-server.log file, you see errors similar to:

    [02804 info 'Locale'] Locale subsystem initialized from C:\Program Files (x86)\VMware\VMware vCenter Converter Standalone\locale\ with default locale en.
    [02804 warning 'Locale'] Locale '' not supported in module 'iso2win'.
    [02804 error 'Default'] [user,249] Invalid server locale specified.
    [02804 info 'Default'] CoreDump: Writing minidump
    [02804 panic 'Default']


Environment

VMware vCenter Converter Standalone 5.0.x
VMware vCenter Converter Standalone 4.3.x

Cause

This issue occurs when the regional settings used by the VMware Converter Standalone service are incorrect.

Resolution

To resolve this issue, you must first determine the user account used to run the vCenter Standalone Server service.

To determine the user account used:
  1. Click Start > Run, type services.msc, and click OK. The Services window opens.
  2. Right-click the VMware VirtualCenter Server service and click Properties.
  3. Click the Log On tab.
  4. If the This Account option is selected, the user account specified in the text field is the user account used to run the vCenter Standalone Server service.
To resolve this issue when a user account is used to run the service:
  1. Log in as the user account used to run the VMware Converter Server service.
  2. Open the Control Panel.
  3. Click Regional and Language Options.
  4. Click Regional Options.
  5. Select a supported language in Standards and Formats.

    Note: For a list of supported languages, see the Localization section of the VMware vCenter Converter Standalone 5.0 Release Notes.

     
  6. Click Restart now.
To resolve this issue when the service runs as local system account, use one of these options:
  • Change the service to run as a service account configured with a supported language.
  • Update the local system account to use a supported language by navigating to:
    • Windows 2008/Windows 7 – Control Panel > Clock, Language and Region link > Region and Language link > Administrative tab > Copy Settings button > Select the Welcome screen and system accounts checkbox
    • Windows 2003/Windows XP Control Panel > Regional Options > Advanced > Default user account settings

Note: You must restart the Converter host machine for the changes to take effect.
